Captain Fraser is a 1996 graduate of Wake Forest University. She received her commission through Officer Candidate School and was designated a naval intelligence officer.

Prior to her arrival at USINDOPACOM, she served as the Division Director for the Information Warfare and Foreign Area Officer communities (PERS-47), and Senior Intelligence Officer Detailer at Navy Personnel Command.

Command assignments include Director of Intelligence (J2) and Commanding Officer for the USTRANSCOM Joint Intelligence Operations Center.

Milestone assignments and deployments include Intelligence Officer for Carrier Airborne Early Warning Squadron One One Seven (VAW-117) in USS CARL VINSON; Targeteer for Carrier Airwing Eleven (CVW-11) in USS CARL VINSON; Intelligence Staff Officer with U.S. Seventh Fleet in USS BLUE RIDGE; Assistant Chief of Staff for Intelligence (N2) for Commander, Task Force FIVE ONE (CTF-51) in Bahrain; and Deputy Maritime Operations Center Director (DMOC-D) and Director of Fleet Intelligence (N2) for U.S. Naval Forces Southern Command and U.S. Fourth Fleet.

Shore assignments include U.S. Forces Korea, NORAD and USNORTHCOM, Navy Personnel Command, Nimitz Operational Intelligence Center at the Office of Naval Intelligence, and the OPNAV Staff where she served as Special Assistant to the 37th Vice Chief of Naval Operations, Admiral Mark Ferguson.

Captain Fraser is a graduate of the Naval Postgraduate School in Monterey, California, where she earned a Master of Arts in National Security Affairs, with a concentration in Middle Eastern studies. She also completed an associate fellowship with the Chief of Naval Operations Strategic Studies Group in Newport, Rhode Island (SSG XXIII).

She is a Joint Qualified Officer.
